Proposed qualification framework
The proposed design treats data ownership, provenance, allowed use, jurisdiction and access conditions as qualification constraints. It would not make the underlying data a freely tradeable commodity.
Public-source research and advisory enquiries are available. Market participation is beta testing by request. The execution, capacity-contract and clearing / settlement model described here is being developed; it is not an open trading venue or a promise of capacity delivery.
